In 2021, more than two billion people across more than 50 countries will vote in a record-breaking number of democratic elections. This comes on the heels of OpenAI’s release of GPT-4, a significant leap forward in large language model generative AI capability. To prevent disinformation from eroding democratic values worldwide, the U.S. must establish a global watermarking standard for text-based AI-generated content. This is due to the increased sophistication of AI-driven disinformation campaigns, such as those seen in India’s 2019 general elections, which employed AI-powered chatbots to influence 900 million eligible voters.
