The State Department has recently released dozens of diplomatic cables from late 1997, using a machine learning tool developed by the agency over the past year. The tool is 97% accurate in determining whether a record should be declassified, and the State Department has now “fully operationalized” the tool as part of its 25-year declassification program. The cost to develop and train the machine learning tool was about $400,000, a major cost-savings compared to hiring more individuals to manually review records.
