Todd Jarvis is an engineering geologist and water rights examiner at the Institute for Water & Watersheds at Oregon State University. He is also a board member on the Oregon State Board of Examiners for Engineering and Licensed Surveying. Groundwater depletion in Oregon is a major issue, and the Oregon Water Resources Commission is attempting to address it with sustainable groundwater management planning. However, the institutional response has been to learn from both good practice and failure, and the Oregon Groundwater Sustainability DI is an example of this.
