The U.S. innovation system is the most productive private-sector/government-sector partnership ever devised. The government funds research in basic scientific discoveries, while private companies develop those discoveries into commercial products. Recently, public grants were expanded by $200 billion for cutting-edge technologies such as computer chips, artificial intelligence and green energy. However, converting basic science advances into useful products is extremely costly and requires private dollars to match public dollars.
