US export controls are a powerful brake on China’s ambitions to become self-sufficient in foundational technologies, but Chinese chipmakers and state backers are still building capacity in mature technology segments such as sensors, power semiconductors, and microcontrollers. This note looks at which semiconductor segments are still beyond the reach of US regulators and where Chinese chipmakers may focus their resources. It also assesses how China’s expanding market share in these mature technology segments could trigger US regulatory actions.
