OpenAI CEO Sam Altman was asked in a US Senate hearing if AI language models such as ChatGPT could be used to manipulate voters. Altman was concerned that this could be the case, and a hypothetical machine called Clogger was proposed which could use automation to dramatically increase the scale and effectiveness of behaviour manipulation and microtargeting techniques. Clogger would pay attention to individual voters and use a language model to engage in one-on-one interactions with them.
