OpenAI CEO Sam Altman was asked in a Senate hearing if artificial intelligence language models such as ChatGPT could be used to manipulate voters. Altman was concerned that this could be the case, and political technologists could develop a machine called Clogger that would use automation to increase the scale and effectiveness of behavior manipulation and microtargeting techniques. Clogger would pay attention to each voter individually and generate tailored messages to them.
