Political technologists are developing a machine called Clogger, which uses artificial intelligence language models to induce voters to behave in specific ways. Clogger would use automation to dramatically increase the scale and potentially the effectiveness of behavior manipulation and microtargeting techniques. It would generate messages tailored to individual voters, use reinforcement learning to generate a personalized message sequence, and use natural language processing to understand the voter’s response and adjust the message sequence accordingly.
